The Memorial would be low budget but an open-ended dynamic concept and we will be open to suggestions and cooperation of all to make it a State of art memorial in times to come. The rules and conditions are attached herewith again:
STEPS TO BE UNDERTAKEN TO START WITH:
For a professional approach we need to follow the following preliminary steps:
• Resolution by Gram Panchayat to work with Jagriti Foundation as a permanent Partner- Already taken
• Adoption of the Panchayat Resolution by Jagriti foundation by e resolution-Already taken
• Field Survey including use of a drone by Team of Jagriti foundation at its expense
• Planning of a Site Plan
• Master Project Report by a team of an Expert Land Sacpaer/ Sports Expert at the cost of Jagrit Foundation including three-dimensional videos.
• Basic Fencing of the site as per demarcation by Gram Panchyat at its Cost.
• Foundation stone of the modern project by the Forest Minister HP under the aegis of Jagriti Foundation and Gram Pancyhyat Ther a joint partner.
FACILITIES TO BE DEVELOPED:
It is made clear at the onset that sincere great efforts will be needed over a period of time with lots of financial matters and labour involved coupled with professional planning. Such a project cannot be created as magic but with the hard and sincere efforts of both partners.
We would try to incorporate the followings facilities:
• We will have our Logo
• We will raise a Malli Hut and a small warehouse for the residence of the caretaker cum Malli at the complex to help in the development and security of the complex.
• Prayer Hall / Office to project details of all students killed including photos and will also
• Awareness about Road safety and would try to involve an expert NGO of PATIALA in this regard. It will be the office of the complex with the office of other Self-Help Groups.
• It would be the main structure of the Complex. We will try to have a sponsor for this hall and may be named in the name of the sponsorer if we get one.
Small Open Air Theatre with Memorial Minar. We would plan a Small Open Air Theatre with a sitting arrangement with a permanent stage and a Memorial Minar on which we will make arrangements to write the names of all of the persons including children killed in the accident. Cultural functions or meetings would be held in the stadium.

• Any other sports facilities as per requirements of the Gram Panchyat
• The landscape of the Ground with lawns
• Plantation of Flowering trees as per landscape in Grooves and along the boundary
• Plantation along with fence Bougainvilleas plants.

• Hibiscus garden
• Organic Model cultivation of Turmeric/ Ginger as Model
• Solar Power Generations for office
• Wash-room block
• Solar Lights
SPECIAL FEATURES TO BE PART OF THE PROPOSED PROJECT
We would like to mention special features of the proposed state of art project to be undertaken as a Joint project and it would be a model concept for others to emulate. These are briefed as under:
1. Annual Prayer Meeting on the Barsi of the Schoolkids as per date decided by the Panchayat with Sports competition in the memory of the children
2. Focus on Dignity of labour and voluntary Services( Kar Sewa)
We would create a team of volunteers who will be associated from the village as Jagriti Volunteers to do labour service for maintaining the Complex including gardening. We will fix each Sunday forenoon to do the different jobs at the complex on the principle of Dignity of labour. Even office bearers of Jagriti including myself would try to participate in kar Sewa as and when possible.
Such would be the beauty of the system that everybody will work each Sunday on the principle of common welfare for the upliftment of the village.
3. Computer Training Centre
We will try to impart training in commuter to the village youth in improving skill development so important in modern times in Prayer Hall.
4. Water Body Pond to attract Birds to it and we will rear local water birds like Ducks at the site. Will try to create an island in the centre and will plan Water Plants like going extinct Kamal and Water Lillies.
5. Self Help Groups
The main moto of the complex would be to provide at least part-time Employment to the youth and ladies to augment their income. Self-help Groups would be promoted in the following fields:
Organic cultivation of Turmeric/ Ginger/ Aloe Vera in the complex. Would try for the certification of the Produce. No chemical pesticide would be used in th complex.
Handicraft Promotion and Himachali products.
Snack Shops made of Bamboo in the complex
Floricuture promotion to augent the incme as experiment.
6. Solar Powered Electricity and Solar Lights
To promote green energy and tap solar power we will try to introduce a Solar system in our complex.
7. Water Harvesting of the Rainwater:
We would harvest the rainwater and use it for the irrigation of the lawns etc by diverting the rainwater and tapping the runoff water in storage tanks.
8. Compost Manure: We will take the step to harness the leaf falls in the area for the compost manure generation which would be used in the complex. Only Compost would be used. No chemical fertilizers.
CONDITIONS/ RULES AND REGULATIONS OF THE MEMORIAL:
• A committee to administer would be constituted. Village Panchayat would recruit a team of volunteers to administer the complex.
• The committee would be consisting of representatives of panchayat and Trust as under:
• Five-member Committee
• Chairman Managing Trustee of the Jagriti Foundation as Ex Officio
• Manager of the Memorial Sarpanch / Pradhan of the Panchyat as Ex- officio
• Two representatives of the Trust on an annual basis
• One representative of the Panchyat on an annual basis
• Day to day administration by Pradhan of the Panchyat and her team
• All duties of office bearer voluntary
• Panchyat will provide labour under MNREGGA SCHEME.
• All donations or grants received from the Govt or Private Orgainsation of Nabard bank etc will be spent by Jagriti Foundation from its Bank accounts
• All payments would be made by Bank Accounts
• Electricity connections will be arranged by Gram Panchayat
FINANCIAL ARRANGEMENTS
We all know the financial aspect is the most important. The target would be fixed as per the master plan but development would be done in phases as funds are made available. Starting prayer /office with attached Washroom and a small pantry in the first year.
Gram Panchyat would arrange funds as feasible under Govt Scheme and such funds would be at the disposal of the committee.
Jagriti Foundation would earmark the annual budget for the project from its donations
NABARD Bank will be approached
CSR Funds will be requested from the companies
Grant form the Local MLA/ MINISTERS/ MP OF THE KANGRA AREA
Panchyat will provide labour under MNREGGA SCHEME.
